About this blog

About the Emissions Testing Blog

Emissions testing rules in the United States change more often than most drivers realize. States raise fees, adjust model year exemptions, add or remove counties from their testing programs, and introduce new testing methods like self-service kiosks and on-road remote sensing. Legislatures file bills to eliminate programs entirely. Courts block those efforts. EPA approves or rejects state implementation plan revisions. All of this affects whether you need a test, where you get it, how much you pay, and what happens if you fail.

Our blog tracks all of it. We monitor state legislatures, EPA rulemaking, DMV bulletins, and local news coverage across all 50 states to identify changes that affect drivers. When something changes, we write about it in plain language with verified sources, specific dates, and clear explanations of what it means for your next registration renewal.

What We Cover

  • State law changes and legislative updates, including bills to end or expand emissions testing programs, fee increases, and new exemption rules.
  • Program phase-outs and suspensions, like New Hampshire's 2026 inspection shutdown and North Carolina's pending 18-county removal.
  • New testing requirements, including Bexar County's November 2026 emissions mandate and Colorado's rollout of 24/7 self-service testing kiosks.
  • Fee changes and cost comparisons across states, so you know what you will pay before you show up at the station.
  • Diesel emissions enforcement, including DPF and EGR delete crackdowns, opacity standard changes, and what fleet operators and owner-operators need to know.
  • Smog check preparation and timing advice, covering seasonal factors, readiness monitor strategies, and how to avoid common mistakes that cause failures.
  • How emissions testing affects specific situations, like buying or selling a vehicle, commuting across county lines, moving to a new state, or driving an EV or hybrid.
  • The intersection of emissions testing with vehicle registration, including deadlines, late fees, penalties, and how to get back into compliance after a lapse.

How We Report

Every article is sourced from official state agency websites, DMV bulletins, EPA Federal Register entries, state legislative records, and verified local news reporting. We do not republish rumors or speculate about pending changes.

If a bill has been filed but not passed, we say that. If EPA is reviewing a plan but has not acted, we say that. The goal is to give you the most accurate picture of what has actually changed and what is still in progress, so you can make decisions based on facts rather than headlines.

Emissions Testing News by State

We cover every state with an active emissions testing or smog check program, including California, Texas, New York, Pennsylvania, Ohio, Georgia, North Carolina, Virginia, Maryland, Colorado, Illinois, Massachusetts, Connecticut, New Jersey, and all others.

We also cover states that recently ended their programs, like Washington and Tennessee, and states where programs are currently in limbo, like New Hampshire. Our state directory pages have the full details on current requirements. The blog is where you find out what just changed.

FAQ

Common questions

Get answers about what we cover, how we report, and how to get the most out of the emissions testing blog.

How is the blog different from the guides?

Our guides cover the fundamentals of emissions testing that stay consistent over time, like how OBD-II testing works, how to prepare your vehicle, and what happens if you fail. The blog covers what is changing right now. New state laws, fee increases, program phase-outs, court rulings, and deadline-driven updates that affect drivers this year. If the guides are the manual, the blog is the news feed.

How often do you publish new articles?

We publish new articles whenever there is a meaningful change to emissions testing rules, fees, or programs in any state. Some months that means several posts. Other months it is quiet. We do not publish on a schedule for the sake of it. Every article covers something that actually changed or that drivers are actively searching for answers on.

Are these articles updated after they are published?

Yes. When a state changes a rule or fee that we covered in an earlier article, we update the original post and note the change. Our year-in-review and state update articles are living documents that get revised as new information comes in throughout the year.

Do you cover diesel emissions testing and enforcement?

Yes. We cover diesel-specific topics including opacity testing standards, DPF and EGR delete enforcement, state-by-state diesel inspection rules, and federal heavy-duty emissions regulations. Our diesel guides and blog posts are written for both individual truck owners and fleet operators.

Do you cover emissions testing for electric vehicles and hybrids?

Yes. While fully electric vehicles are exempt from tailpipe emissions testing in every state, the rules for hybrids vary. Some states test plug-in hybrids, some exempt them, and some only exempt them for a limited number of model years. We cover these rules by state and update them as exemptions change.

Can I suggest a topic?

Yes. If there is an emissions testing question you cannot find a good answer to, or a state rule change we have not covered yet, let us know through our contact page. Several of our most-read articles started as reader questions.

Can I use your articles for research or reference?

Our articles are intended for individual driver use. If you are a journalist, researcher, or industry professional who wants to reference or republish our content, contact us first. We are generally happy to help as long as proper attribution is provided.
