Emissions Testing in Massachusetts

Massachusetts requires an annual vehicle inspection that includes both safety and emissions testing for all registered vehicles statewide. The program is called Massachusetts Vehicle Check and is jointly administered by the Massachusetts Department of Environmental Protection (MassDEP) and the Registry of Motor Vehicles (RMV). Inspections are performed at more than 1,800 licensed private inspection stations across the state. The fee is $35 for most vehicles. Vehicles model year 2012 and newer must pass an OBD-II emissions test as part of the inspection. Vehicles 15 years old and older are exempt from the emissions portion but must still pass the annual safety inspection. Newly purchased vehicles must be inspected within seven days of registration. Drivers should confirm current requirements with MassDEP or the RMV at mavehiclecheck.com.

Testing Requirements

Current Testing Requirements in Massachusetts

Massachusetts operates a statewide combined safety and emissions inspection program called Massachusetts Vehicle Check. The program began in 1983, making it one of the longest-running emissions inspection programs in the country. MassDEP and the RMV jointly administer the program. Inspections are conducted at licensed private stations, not centralized government facilities. The safety inspection covers brakes, tires, lights, steering, suspension, seat belts, windshield, wipers, horn, exhaust system, and other components. The emissions portion for applicable vehicles uses an OBD-II diagnostic scan that checks for stored trouble codes, readiness monitor status, and the malfunction indicator lamp. Heavy-duty diesel vehicles not equipped with OBD systems receive an opacity test measuring the darkness of exhaust smoke.

Who Needs a Vehicle Inspection

All registered motor vehicles in Massachusetts must pass an annual safety inspection. The emissions portion applies to model year 2012 and newer passenger cars, trucks, and SUVs. Model year 2012 and newer light-duty diesel vehicles under 8,500 pounds and medium-duty diesel vehicles from 8,501 to 14,000 pounds also require the OBD-II emissions test. Medium-duty non-diesel vehicles model year 2012 and newer from 8,501 to 14,000 pounds are included as well. Diesel vehicles over 10,001 pounds from model year 1984 and newer that lack OBD systems receive the opacity test instead. Vehicles 15 years old and older are exempt from the emissions portion of the inspection. Motorcycles, mopeds, electric vehicles, military vehicles, and construction or farm equipment not designed for road use are also exempt from emissions testing. Passenger cars, trucks, and SUVs manufactured before model year 2012 do not receive a tailpipe or OBD emissions test, though they will fail the safety inspection if they produce visible smoke from the tailpipe.

How Often Tests Are Required

Both the safety and emissions inspection are required annually. The inspection sticker shows the expiration month. Inspections must be completed by the end of the month in which the sticker expires. Newly registered vehicles must be inspected within seven days of registration. Vehicles that change ownership must also be inspected within seven days. The RMV recommends scheduling inspections during the first half of the month to avoid end-of-month lines.

Where Emissions Testing Is Required

Emissions testing is required statewide in Massachusetts. There are no county-by-county exemptions. All cities and towns across the Commonwealth follow the same inspection requirements. Over 1,800 licensed inspection stations operate throughout the state.

What Happens During the Test

The inspection has two parts. The safety portion takes about 12 to 15 minutes and covers brakes (parking and service), tires, steering, suspension, lights, turn signals, windshield, wipers, mirrors, horn, seat belts, exhaust system, and catalytic converter presence. Window tinting is checked and cannot exceed 35% on side and rear windows. Windshield cracks longer than one inch in the wiper area or two inches elsewhere cause a failure. The emissions portion for OBD-equipped vehicles takes about three minutes. The inspector connects the vehicle's OBD-II port to an analyzer that downloads engine and emissions control data. The system checks communication with the analyzer, readiness monitor status, stored diagnostic trouble codes, and the check engine light. A lit check engine light causes automatic failure. If the OBD system has not completed enough self-checks (monitors "not ready"), the vehicle cannot pass. This commonly occurs after a battery disconnect or recent repair. Diesel vehicles over 10,001 pounds without OBD receive an opacity test using a special meter to measure exhaust smoke density.

Areas in Massachusetts That Require Emissions Testing

Every city and town in Massachusetts requires emissions testing for applicable vehicles. Major cities where inspections are available include Boston, Worcester, Springfield, Cambridge, Lowell, Brockton, New Bedford, Fall River, Lynn, Quincy, Lawrence, Newton, Framingham, Somerville, Haverhill, Waltham, Brookline, Plymouth, Pittsfield, Hyannis, Attleboro, Fitchburg, Chicopee, Taunton, Leominster, and Salem. Rural areas across the state have stations as well. The station locator at mavehiclecheck.com lists all licensed facilities.

How the Vehicle Inspection Works in Massachusetts

Drivers take their vehicle to any of the more than 1,800 licensed inspection stations in the state. No appointment is required at most stations, though some may accept them. Bring your vehicle registration certificate and $35 for the inspection fee. The inspector verifies the registration and VIN, then performs the safety inspection followed by the emissions test (if applicable). The combined process typically takes 15 to 20 minutes for a vehicle that passes. If the vehicle passes both parts, it receives a valid inspection sticker. If it fails only the emissions test, it receives a black "R" rejection sticker. If it fails the safety inspection (or both), it receives a red "R" rejection sticker. A vehicle that fails the safety inspection cannot be driven until repairs are completed. One free retest is available at the same station within 60 days for both safety and emissions failures. If the vehicle fails the emissions test after qualifying repairs, a waiver may be available. Waiver requirements include having repairs performed by a Registered Emissions Repair Technician and meeting minimum repair expenditure thresholds: $1,150 for vehicles 5 years old and newer, $780 for vehicles 6 to 10 years old, and $680 for vehicles over 10 years old. An Economic Hardship Extension may also be available for vehicle owners who cannot afford repairs. The Motorist Assistance Center can be reached at 866-941-6277. If a vehicle does not pass or receive a waiver within 60 days, the RMV may suspend the vehicle's registration.
